In recent years Rwanda has managed to achieve a good level of economic growth. The Government invests efforts in supporting a number of categories of the population that are vulnerable to poverty including older people, those living with disabilities, young children, female-headed households, genocide survivors and the historically marginalised. Young people are a group that also need support, given the difficulties many have in finding jobs due to low skill levels.
The Government of Rwanda (GoR) defines good governance as: "the exercise of political, economic and administrative authority to manage the nation’s affairs and the complex mechanisms, processes, relationships and institutions as well as leadership behaviour through which citizens’ groups articulate their interests, exercise their rights and obligations and meditate their differences".
The General Directorate in charge of Good Governance in MINALOC is responsible of both promoting the good culture of Good Governance towards the fight against poverty and Territorial Administration within decentralized entities.
This General Directorate has three desks:
- Territorial Administration
- Fiscal and Financial Analysis
- Civil Society Policy
This report is an assessment of governance in Rwanda, undertaken jointly by the Government of Rwanda and the development partners. It is intended to establish a common understanding of governance progress, problems and priorities, and a framework for assessing progress over the coming years on the basis of agreed indicators and benchmarks. The guiding principle has been to provide a basis for joint ownership and constructive discussion in order to improve the quality and usefulness of dialogue around issues of good governance.
National Strategy Framework Paper The purpose of this paper is to present the vision of the Government of Rwanda on Strengthening Good Governance for Poverty Reduction. Based on the achievements of the Government during the past 5 years, the Poverty Reduction Strategy, the shortcomings and the priority needs identified, a consensus was built during the National Conference held from 2-5 November 2001 on the main strategies to be developed for reinforcement of good governance and improvement of the quality of life of the population.
